National Environmental Quality Award The National Environmental Quality Award was established in 1995 to recognize individuals who have demonstrated a special long-term commitment to sustaining the National Environmental Policy Act and to achieving the goals set forth within it. The NEQA Award winner is chosen from a pool of nominations by the Natural Resources Council of America's Awards committee, which is Chaired by a Board member and consists of between two and four other representatives of Council member organizations.
